If the camp were to define a month as a 30 day period, tax would have to be collected for any month longer or shorter than 30 days.
I finally got to talk to the owner of the park and this is how he explained it. The managers could have prevented the whole problem but either didn't understand or whatever. Anyhow the monthly period starts and ends on the same date, whatever it may be.
