I've never had this problem at KOAs, state, COE, or national park cgs. I did have this bait and switch attempted on me at a resort once. We got a full refund, did not stay, and reported the resort to the state consumer affairs office. There had been other complaints of a similar scam against this resort and the state shut them down.
Private resorts (as different from state parks, etc) seem to have a higher incidence of bait and switch scams, in our approximately 40 years of RVing so we simply avoid them as much as possible.
