"Rates subject to change without notice" has ALWAYS been on my reservation forms when planning in advance. Agree there are times when long-term reservations may be required, but as for hotels, etc - I have seen this too! (and had rate raised when showing up for my reservation!) It is almost impossible for the owner of a CG to know a year in advance what his overhead costs will be. I know of a privately owned CG in NJ that saw a 300% increase in property taxes in a year's time, due to a revaluation of his community! Owners had absolutely no option but to raise their rates - that or close down! There was nothing at all fraudulent or unethical about doing so. Don't like the rate, don't stay there! Agree about calling ahead to make sure of the cost. That allows for flexibility during a trip.
