When I see language that says rates can change without notice, it means to me they can change their rates up until the time I book a site. At that point they have made an offer of the site at a certain price and I accepted the offer. Done deal. No changing the price after that. If the policy clearly states they can change the price after I've booked and paid a deposit on the site then there is no contract. If I get there and they say the price has increase and I don't like it they have to give back all my money with no questions. And I would do just that.
