$33 per night isn't expense increase, it is gouging. They have a captive audience: they require 72 hour notice for cancellations. If you don't know the 'real' price until you arrive, how can you cancel in advance? Either way, they get your money.
If you believe unforeseen CG overhead expenses are possible then the question is should they absorb the increase.
Maybe it boils down to should they take reservations.
I also imagine you can find the exact price within the 72 hour window
