We've never had that problem in our 50+ years of RV'ing. Perhaps the reason is because we do not and will not reserve in a privately owned CG or resort in advance. Never have been turned away in an area either. There's almost always more CG's to stay at around an area, so make the RV wheels turn.
After all, you're not buying the place but simply using a space on the ground to park your RV on for the time you'll be there. Then you will leave anyway with your very own RV and leave that little space on the ground right where it is! Be flexible and in control and you should likely never have any overcharged issues. Be in control of your own lives and the decisions made or live and learn!
