Between Phoenix and Tucson you ask.
Stacey knows the area better than anyone I think as he has been there nearly dead center between the two for a long time.
I know it fairly well and can say there are a few spots in Casa Grande (again, check Stacey) and a couple south around Picacho / Eloy. We stayed a Picacho Peak years ago so my input would not be current - and have no experience on the others. Check RVParkReviews.
Can recommend here in Tucson. Even Yuma if you would like; great resort park in Yuma and you can do all the things you want (they even have two salt water poos and 2 salt water hot tubs).
