There really is not a resort offering everything you'd want between Phoenix and Tucson. It's flat land inbetween and Casa Grande is the only major city. Casa Grande gets a lot of dust storms because it's farming country - cotton.
Since you want hiking, 4-wheeling, geocaching, flowers, etc. I would recommend that you stay in either the Phoenix metro area - as far east as Gold Canyon or in the Tucson area. Both will give you abundant opportunities for the activities you want to do. You might also look into Amado south of Tucson or in the Benson area which will be much cooler than Tucson but has some wonderful hiking and 4-wheeling - and geocaching (we have two caches, one in the Santa Ritas and one in the Huachuca Mtns.)
