Maybe he wanted or needed those amenities the campgrounds offer that that dry camping location did not. Or maybe he wanted to see if it was a quiet location and not one where people would be running their generators. Maybe he didn't like the looks of the neighbors. Or maybe he was looking for a friend of his and didn't know what park they were staying in. Maybe everything in his life doesn't revolve around his wallet and he didn't give a flip about burning a few dollars of fuel.
