My friend was a welfare fraud investigator.
He said even this, the biggest fraud are perpetrated by the already rich.
These are the doctors who maintains a horde of "professional patients" of homeless and needy people, who regular would consult him every two weeks and bill his consultations to the government.
Then the community drugstores who fill up their prescriptions and gets cash instead pennies to the dollar of the real cost of the meds. The drugstore then bills the government.
Then neighborhood grocery stores who redeem food stamps for cash, again pennies to the dollar, when the needy recipient need to cash to pay electricity bills, utilities, rent, etc.
