You can search on recreation.gov for many federal public campgrounds. You can also go to the individual websites.
Federal: national forests, national parks, corp of engineer (COE), bureau of reclamation, blm.
State parks and county and city parks - you need to check the individual websites.
There are many books providing info on public campgrounds. While they may be outdated, it gives you a starting point to finding new places. Many provide info on scenic quality as well as activities.
You can also check freecampsites.com.
In regards to hookups, you will open up a lot of options if you can go without. I suggest the next time you go to a hookup site, just don't hook up. Fill your fresh water tank. Then run on battery, propane and the fresh tank. If you need to, you can hook up. But it will give you an idea of how long you can go without. The toilet will run fine without hookups. With the shower, you may have to do navy baths rather than full-fledged showers.
