Because generally speaking the full timers are not going to be there long enough to freeload on the public services such as the Police and the Fire Department like the people living at the slabs do.
So what is the difference (in your words) of a full timer freeloading multiple locations adding up in time and a person at the Slabs staying put for the same amount of time? Both depend on public services should they be needed, don't pay Property Taxes or State Income Taxes. Respectfully still just trying to understand the difference!
