It depends on what you plan to do once there. If you like square dancing, clubhouse activities and potlucks then pick Texas.
If you like more outdoor types of things... hiking, Jeeping, ATVing, looking at beautiful vistas of mountains, etc., then pick Arizona. Also, there are lots more days of sun in Arizona and no humidity.
