We spent the last Winter in Houston and really enjoyed it. Not only is there a ton of stuff to do, the evenings had a bit of a chill in the air and the days were beautiful. We only had 2 nights that dropped below freezing and most days were above 65. Heck, it was 80+ on Christmas day (bummer if you ask me!).
If you like it hot all the time them AZ is likely a better choice but if you like it mild, mostly sunny and plenty to do then TX might be just right. I have not been the the RGV (Rio Grande Valley) and don't really have any interest in doing so. Not enough to do (for me!) and too far from anywhere.
AZ is also nice and we have stayed there for a month or so at a time. We prefer the Phoeniz area over Tucson or Yuma (YUCK!) and love being able to drive up to Flagstaff when we need a Winter fix. Spent a beautiful Christmas day there in the snow and then drove down the hill to 70 degrees.
