I've stayed in both places; Buckeye Az (edge of Phoenix), the very northwest corner of Az ( just outside Mesquite Nv,) and Victoria Tx (couple hours sw of Houston). Looking back, I prefer Az, especially the park near Mesquite. Atv'ing is very popular there, and there was a lot of activities in the park. Zion and some other nice parks are only a couple hours away for hiking, sightseeing, gambling if you wish in Mesquite, everything you need in St George Utah, 25 minutes away. I found Tx to be a little depressing with lots of rain, cloudy skies, endless horizon, and a bit harsher temps than Az.
