Snow birds permanent locations
How many snow birds own their southern spots. Land in south Texas doesn't seem all that expensive. water and power to a lot? any one done this?

Reading between the lines, is your question about creating your own RV spot... not in a RV Park? In many places it's called Zoning and unless it's rural or zoned agricultural... 5+ acres it's not going to be allowed.
*Yes I own a RV lot in a RV Park in Florida as it's hard to rent one for less than six months... the Canadians rent them all.
