Again, there is no "backfilling" to occur because the land has not been logged since the lae went into effect years ago. This ruling maintains the status quo.
However once a uncontrolled Forest Fire strips the land. Then nature will spend the next 60 years backfilling. What would you rather have. A controlled forest, or a uncontrolled desert?
While this may look like a win now. The first huge lightening strike could turn it to a charcoal forest
