We have not been there for a few years but you won't find much if any mud on St Andrews unless you go wading in the bay. The campground is on sand as is the rest of the island. I can't comment on the current conditions. The last half of March is Spring Break season for the Florida Schools. The Gulf will be too cold to go swimming for Floridians but northerners may find the water tolerable since we saw them swimming in Lake Superior.
The CG is away from the beaches and we have never had any sort of problem in Florida parks. For that matter I've never been in any state park that had CG security other than the "For registered campers only" signs at the CG entrance.
