Many people just ride the arch ride and miss out on the real purpose of the Gateway Arch - as in Gateway to the West - it symbolizes the Westward expansion of the country. There is a GREAT museum in the basement of the arch (where you board the arch ride).
The tickets are issued with a time stamp on them, and you get in line at the designated time. You can spend the waiting time perusing the museum and you will not have wasted your time at all. We found the museum to be a far more satisfying experience than the arch ride, although the arch itself is pretty cool. Be sure to see the couple of movies about how the arch was constructed - an engineering marvel. There used to be a poster which showed the St. Louis Arch was really just a huge wire coat hanger with 2/3 buried underground, leaving the one end above ground as the arch.
