What i've noticed (I'm in NJ) is that the further south (VA,NC.SC.Fl,GA) and
west (TX,NM,AZ,TN) the higher percentage of electrical sites and water;
For instance I can't think of a single NJ State park where I've been which has
elec and/or water. PA is hit or miss, DE is better, not sure about NY.
But this year I tool a trip to TX and back and once I hit VA, all the state
parks I stayed at had elec and water.
Not sure of the reason but I assume you need elec for AC in the summer.
