Water on a site really makes no sense without a sewer hookup. Most NE and mid Atlantic state parks are rural and putting in a sewage plant with enough capacity is uber expensive. They're lucky to be able to support the sewer some already have for public restrooms. Water systems need to be winterized which usually means draining in the fall, and then sanitizing the entire system in the spring. Some PA state parks have been adding a few FHU sites but its largely dependent on the infrastructure already in place, the politicians have better use for the money.
Pretty simple though, if you need FHU go to commercial privately run parks. They all ha e it. Either that or do without. Personally I like the undeveloped or electric only sites. Usually not crowded and if they are its only the weekend crowd, Sunday afternoon the loop is empty. At the park we frequent they put in FHU sites, about a dozen, all on one section of a loop. It sucks. Noisy and lit up like the Vegas strip.
