The parks have to comply with local laws, which define what counts as an rv. The most common definition seems to require a fridge, stove, bed, and toilet.

No, but some people do. They are called 'permies'. Some rv parks are all permies, many are part permie and part temporary, some are all temporary.
I spent a couple months in a mostly-permie rv park this spring.
There are also full time rivers who travel from park to park, a few nights or weeks at each one.
