There is a thread on camping near NYC from a few weeks ago. It listed a couple options.
We camped in NJ, took a train in, then stayed in a hotel in Manhattan for four days but we were not convenient to the train and had trouble getting a taxi to pick us up.
Not sure you are still planning to go as far as Vermont but there is a KOA in Quechee, VT that makes a good central hub where you can do day trips to Stowe, into NH, Woodstock, VT is local and has Sugar Bush farms. I'm sure there are other parks than the KOA in that area.
