The historic habitat for grizzlies in California was not the forested mountains. The subspecies grizzly native to CA lived mostly in the valleys and foothills.
So, the first grizzlies released should be in the native habitat. I suggest SF Golden Gate Park, L.A. Griffith Park, and Sacramento American River Parkway. I am sure the envirowhackos would embrace the idea. They would not be so hypocritical as to insist the rural areas of the state go first.
