Out here in Southern California 1/16th of an inch of rain and the NEWS goes on Storm Watch. A dusting of snow on I-5 (the GrapeVine) and the CHP either shuts down the roadway or starts escorts. What can I say.

When we get 2 inches the whole city of 2+ million shuts down, schools are closed, emergency management is activated, people are either freaking out or are in ah with amazement.
