Most of these lands in the west became federal property in the 1840s, ceded from Mexico at the end of the Mexican-American War via the Treaty of Guadalupe Hidalgo. Those lands came at the cost of more than 17000 US wounded and dead.
The "settlement" of much of the west came about later on. Today's ranchers and most of the states were not there yet.
