One reason the states want to gain control is they feel they can manage that land much better than a bureaucrat in Washington. They want to be able to respond to things like beetles killing trees. Contacting Washington you are likely to get someone who would say "I really don't think the Beatles are killing that many trees. And besides, two of them are already dead and the other two are getting up their in age. Do you really think we should bother Paul and Ringo over a few dead trees?" Local control and management can be a good thing.
Washington doesn't manage local forest lands, the local BLM or Forest Service manages local lands. Sure the bureaucracy starts in Washington but local offices do the managing.
Do you guys really think that states will have better luck managing lands then the fed do? The feds want to manage lands but in general whenever something gets proposed they get mired in law suites from party's that think they are not doing the right thing. Anymore it takes years to get a timber sale sold and cut due to all the paperwork and administration that has to be done to apes the environmentalists then they still sue the gov over the deal. In general its a no win situation for everyone but we the people let the bleeding heart sue happy do gooders take over land management and now we the people have to deal with the consequences.
