My two cents:
It would be an unmitigated disaster for every person living in US. Well, all those who don't financially gain from the endeavor.
Tree things will happen if the Federal government hands land to the states:
1: The states immediately sell it. Which means that the land winds up in the possession of some entity who will mine it, and leave a "present" of mine tailings as a thank you card.
2: The states hire a private party to "manage" it. I've seen this happen in Austin when I was growing up. There was a park that had mountain bike trails, and because there was a push to ban mountain bikes, the park was closed to "heal". Well, about 6-9 months later, it got leased out on a long term contract and is now a golf course.
3: The state can't afford to do much with the land since nobody wants it. The Salton Sea in California comes to mind.
JMHO, the Feds need to keep the land... selling it may benefit a logging or mining company for a few years, but will do nothing for the US people as a whole.
