Trouble with these kinds of things, "IT" always comes from people with an agenda and something to gain. So, it pushes and pushes until the people opposed to it finally give up ...
Then, "IT" makes a proposal that gets a tiny toe in the door, and eventually, taking tiny steps each time (so it looks like a tiny change each time) and eventually turns into a stampede, and then it's too late.
