Regardless of the care-taking issues. the major problem with selling off the land and resources is :: WE can only sell it once - and when we've spent that money, then we're done.
At least with a lease or continued management, WE always own the land, and can make use of development, wilderness, and other resources using controlled and sustainable methods.
It's truly not about budget per se, it's about good management of the personnel that operate the parks so the work gets done properly and the resources are protected forever. The minute "profit" enters the picture instead of "Protection" the quality of services will dive-bomb.
