We live off-grid and totally surrounded by BLM and AZ state land. Now, how do I tell the difference? I don't unless I pull out my GPS. So, what's the difference? For the most part, nothing. That is, until one of the agencies decides to meddle with the status quo. Now, where would our voices be heard the loudest...in D.C. or Phoenix? Case in point: My wife volunteers at a BLM site nearby. They just this week posted a "No Guns" sign in the window of the Visitors Center. How well do you think that is going to go over in AZ. I've only seen one other such sign in Cochise County and it was at the DMV...but NOT on the public entrance. It was on the employee entrance!
If the State ran the facility, there would be no sign. BLM is about to see their sales plummet in book and trinket sales. Oh, and volunteers will be quitting soon if it's not removed.
