Seems to me the day and age we're in -- more folks that have a infinitesimal amount of power (A campground manager, for example) want to say "NO" much more often than spend time resolving an issue.
Often, the "NO" response tickles the 'dictator' wish in folks that have such designated authority. Wake up in the AM and the first sentence they practice begins with "NO", and goes downhill from there.
