Often, the "NO" response tickles the 'dictator' wish in folks that have such designated authority. Wake up in the AM and the first sentence they practice begins with "NO", and goes downhill from there.
Or it could be that so many people have abused privileges that the pendulum has to swing the other way for awhile. Folks in the middle ground get caught either way.
