When you say their website doesn't have their current rates, or their cancellation policy, Im not sure that is a violation of anything per se... Nothing says you have to maintain an updated website. Poor business, yup.
Now, if you made a reservation and they don't disclose the rate to you (over the phone or whatever), and they don't disclose the cancellation policy over the phone or email etc.. that's another thing.
If they don't have current rates on the web, I sure wouldn't make reservations via the web.
