"Too hot" is such a personal variable it is hard to define. Since I am a native Texan and used to the heat I consider late Sept to early Nov the perfect time. Late Sept can still be a little warm, but late Nov can be cold. And if I am out sightseeing I would rather be a little warm than cold.
Was in Fredericksburg (80 miles northwest of San Antonio) just before Thanksgiving this year and a cold front came thru. For 4 days temps ranged from morning lows of 32-34 to afternoon highs of 36-38 with cold rain and occasional freezing rain/sleet each day. That is not the norm, but that is not the first time we have experienced that over the years in Nov. either.
Late Nov thru March may be T shirt/shorts or it may be heavy coat, you just never know from one day to the next.
And we had a brutal ice storm in north Texas the first week of Dec with closed highways, power outages, downed trees. Again not the norm, but typical Texas winter weather. Today it is sunshine and near 60.
