This is a somewhat related story... Being govt employees we stayed at the National Radio Astronomy Observatory GreenBank Facility in WV over a weekend a few years back...
This was a complete honor system check-in. We picked out our room, filled out a form, and put the form in a box. Never saw a check-in/check-out person the whole time we was there...
They had a sign up that said "PERSONAL CHECK ONLY - NO CREDIT CARDS"
It was a neat visit as we got to see all that was allowed to see, had meals in their dinning hall... It was just strange to be a self check-in/check-out thing... We did not make any reservations - just showed up at the door??? All of the room keys where hanging on a nail....
Very strange - Haven't been that way in years now don't know if this is still being done or not...
