Reviews are subjective no matter the product, RvParkReviews.com has the most reliable reviews IMO and over the last 10 reviews for USA RV park there is a single 5 rating with the rest being 8,9 and 10.
Haven't stayed there myself, but I love the fact that active duty military stay for free. Can't say I've seen that too often on my travels, so I like them already. Private RV parks have never been our cup of tea and we rarely spend more than a day or two if it can be avoided, most of the complaints from the OP seem to be normal circumstance for the majority of them.
Not a lot of choices in that area, but we do stay at Red Rock which is run buy the city of Gallup. Not perfect by any means, but very scenic and nice trails. In fact, Good Sam rally for NM is being held there this month. Happy Trails!!!
