That caught my eye, too.
Sounds like they responded to complaints from dog owners by eliminating that fee and just jacking up the costs to other campers.
One more case of the squeaking wheel gettin' the grease and the Public gettin' the...well, you know.
Maybe they are just responding to the majority of their campers.
