I think somewhat exaggerated? You can always find out Metro service status here at
Alerts and Advisories. In fact, the same alerts I've integrated into our intranet for updated Metro service status, as most of our staff commute by Rail/Bus.
Metro does have a few new rail cars. But they have only been integrated on the Blue Line. Have ridden them a few times, and they are very nice. Can't wait until they dump the remaining outdated cars with these new ones, happening at a slow pace. No surprises here?
