My experience, south of I-10 and east of I-35, which runs the upper edge of the coastal plain, freezes are not long enough to freeze up my tanks if I run the furnace so heat is leaking out through the floor.
North of I-20, especially west of I-35 up on the High Plains, winter freezes can be a week or more, and as you move toward the Panhandle you might as well be in Kansas with respect to longer term winter conditions. Cold air comes from the north and west out of the Plains and Rockies, warm air from Gulf Coast holds it back, so closer to the Gulf, the fewer days below freezing, and the fewer hours on those days.
If you are looking for "frost free" it won't be in Texas, but Texas will be warm enough, in the right places, for RV living all winter. Like norther Florida, and the southern parts of Louisiana, Mississippi and Alabama.
For no freeze at all, cosider Florida Keys or San Diego, or another country actually in the sub-tropics.
