Eagle Ford Shale
There is a strip about 50-70 miles wide running from Del Rio up to near Gonzales with a lot of drilling, fracking activity. Been going on for a few years.
There are thousands of oil fields workers and such in pop-up 'RV parks' scattered across this region.
These are parks for workers. Most have close together hookups and nothing else. They are not places snowbirds or recreational RV folks would want to visit.
The worst congestion for a RV I've seen in the past couple years was at Beeville, Kenedy and Karnes City. Hwy 181 - which on a map looks like a good way to avoid I-37 between San Antonio and Corpus Christi.
And during that time, I've towed through Dallas, Houston, San Antonio and Austin several times.
The level of traffic on those small country roads is far beyond the road capacity.
