We were in a FS campground in Arizona last week on a Monday and the camp host's was not at home or in Loop A and we noticed eight or ten spots reserved for the week end or in two or three days. We finally found the host, he was working in Loop B, we told him we wanted a site for one night and would be gone by 08:00 or 09:00 in the AM.
All of the sites were reservation site and there was only one first come site available. After a few minutes I asked why couldn't an empty site be rented for one unreserved night. He told me all his reserved sited and cannot be rented on a first come basis no matter what.
Seemed funny but we got a site and I gave up speculating of his loss of money.
