The two most scenic camp sites I think I've ever been in were near but not technically in national parks in Alaska: Galbraith Lake BLM camping area, on the Dalton Highway in Alaska (with fine views of a bit of the Gates of the Arctic) and Base Camp Root Glacier across the river from McCarthy (private). Both offered about the same (lack of) amenities: vault toilets and picnic tables and rocks (that can make fire rings).
Interestingly, both require travel over more or less rough roads to get to them.
