This all varies by state too. In Florida I think the Dept of Agriculture handles consumer complaints but have no idea what the situation is with AZ.
I'd demand to speak to the manager anyway, not take the word of whatever flunky is at the phone. Point out you are a long term loyal customer and deserve to be treated well. If that doesn't work tell them you want a full refund, talk to your friend about them doing the same. And point out that you will spread the word far and wide that this park is to be avoided in the future. Say you are active here, there are thousands of RVers reading this here, that you will post a hostile review on rvparkreviews and every travel site that you can find. Remind them that one angry customer can cause them to lose 20 other customers. Do this calmly without a temper show.
Keep in mind the absolute truism that the squeaky wheel gets the grease. I've been doing this sort of thing for years and 95 percent of the time it works. Be very pleasant when they are and not so pleasant otherwise. It drives my wife mad sometimes but she would be the carpet people wipe their feet on without saying a thing to their face. But complaint bitterly later to the family, that's too late and does no good at all.
