Both sides have really compelling arguments, I agreed totally with one, till I read the other, then I created a scenario where I would agree with the other.
Thinking if I was the park I would advertise "20% off first time residents," and skip the issue completely. The intent of the park is to get income, not to play favorites and generate hostility within the park.
