Some folks do not seem to know how a business operates. If the people not getting the discount do not like it, some of them will go elsewhere next season. That is the risk versus reward that the owner is willing to take. No need to get the attorney general involved at all.
The original question was "Where Are All The Canadians?" Cost is certainly a factor in their absence and this park is trying to give them some help. Nothing criminal in that.
