All over the state of Montana there are fishing access sites, which are always beside a gorgeous trout stream. Many of them allow camping, and have vault toilets.

Most Corps of Engineer campgrounds have waterside sites.
CORPS OF ENGINEERS CAMPGROUNDS
This great site has listings of all publicly owned campgrounds, many of which are state, local, NFS, NPS, COE on the water:

Beware that waterside sites sometimes come with mosquitoes and wind. And often they are wonderful!
