With all due respect, you're so pickey about noise and apparently people, then dust... I suggest you learn to be completely self sufficient dry camping and then explore USFS sites in the mountains. We spent close to 20 years at Cachuma almost every weekend as our daughter was growing up and only once experienced rowdy campers. It was a derby weekend, these guys were drunk and removed. If heat pumps and heaters bother you that much, its time for ear plugs or a better insulated camper. This world is full of noise, and the only way to get out of it is in the mtns or desert completely away from all humanity.
PS- Rincon may be one of the noisiest spots ever. between the trains and endless cars, the waves just fill in the momentary silence
