we have tried pismo beach, hemet, santee lakes and san diego. we don't go anymore because we got tired of very loud heat pumps in RVs next to us. yes we asked- heat pumps! and the sites are so close...

Nothing. You are hundreds of feet from your neighbor which is plenty of protection from a loud generator. Most BLM campers I see do not have noisy ones. If in doubt, I will not camp near old beat up RV's. They're usually the ones with the loud ones. What's even louder is barking dogs.
Yes, they're in the dusty desert. You will have to clean more often. The rain this year has done wonders to keep the dust down, and cause grass and weeds to grow. Very pretty.
