Where to go?
We find ourselves in the position to be able to spend the winter months some place warmer. We have been looking at Texas, Florida, etc. Kids are in NC and Arizona but don't really want to be in either...

I think you might be paranoid about being close to the border. RV Parks in border towns are as safe as any RV park inland. We spend a lot of time in southern AZ and CA and have never had an issue to be alarmed over.
